Hon. Secilil Eldebechel

Chairman, Tourism, Environment, Maritime & Climate Change

With a career that bridges both the executive and legislative branches of government, Senator Secilil Eldebechel brings deep institutional insight to the Olbiil Era Kelulau. His experience spans both chambers of the Palau National Congress, having first entered public office as a Delegate representing Ngchesar State in the House of Delegates.

In 2013, he was appointed Chief of Staff to President Thomas E. Remengesau Jr., a role he held for eight years, providing strategic leadership and administrative oversight at the executive level.

In 2020, Senator Eldebechel was elected to the Senate of the Eleventh OEK, where he served as Floor Leader and Chairman of the Committee on Judiciary and Governmental Affairs. He is currently serving his third term in the Twelfth OEK and chairs the Committee on Tourism, Environment, Maritime, and Climate Change. His leadership continues to reflect a steadfast commitment to legislative integrity, transparency, and public accountability.

Senator Eldebechel holds a Bachelor’s Degree in Public Finance from Hawai‘i Pacific University and is an alumnus of Palau High School and Palau Community College.

Throughout his career, he has played a key role in fostering international cooperation and strengthening Palau’s diplomatic and economic relations with partner nations. He remains a strong advocate for sustainable development, environmental stewardship, and community advancement—both in Ngchesar State and across the Republic. As President of the Ngara Telkangel Association since its founding in 2019, Senator Eldebechel continues to promote civic engagement and community-based progress.
