Honorable Francesca R. Otong serves as Delegate representing Ngatpang State in the House of Delegates of the Twelfth Olbiil Era Kelulau, where she is Chairperson of the Committee on Health, Social, and Cultural Affairs. Born on November 25, 1950, in Mechebechubel, Ngatpang, she completed her early education at SDA Elementary School and Palau Mission Academy, and pursued further studies at Columbia Union College, along with diplomas in Professional Secretary and Paralegal studies. Her early career included roles with Santa Fe Engineers Inc. and the United States Office in Charge of Construction program.
Madam Otong has a long record of public service, including serving as Executive Officer and Chief Coordinator for the Ngatpang State Government, as well as an Accounting Clerk at the SDA Clinic. She was elected to the Ngatpang Legislature in 2012, later serving as Speaker and Acting Governor, and was re elected in 2015. From 2019 to 2022, she served as Governor of Ngatpang State, and subsequently as a member of the Palau Public Lands Authority Board from 2023 to 2024. She also served on the Palau Community Health Center Governing Board from 2010 to 2025, continuing her commitment to community development and public service.
