Hon. Silverius “Ouch” Tellei

Delegate

Honorable Silverius “Ouch” Tellei currently serves as Delegate representing Melekeok State in the House of Delegates of the Twelfth Olbiil Era Kelulau. He completed his education at Melekeok Elementary School, Palau High School, Micronesian Occupational Center, and Palau Community College. Throughout his career, he has demonstrated strong leadership at the state level, having served as Speaker and Floor Leader of the Melekeok State Legislature, and at the national level as Special Advisor to the Ministry of Human Resources, Culture, Tourism and Development.

Delegate Tellei possesses extensive experience in labor administration and public service, including his roles as Director of the Bureau of Immigration and Labor, Chief of the Division of Labor, and Labor Compliance Officer. His professional background also includes service with the Palau Community Action Agency and the Palau Pacific Resort. In addition, he has contributed significantly to national and regional initiatives, serving as Chairman of the Organization of State Speakers, Co Chairman of the Palau Labor Advisory Group, and member of the Anti Human Trafficking Task Force. He is also a Co Founder of the International Organization of Migration Palau and a Board Member of the Workforce Innovation and Opportunity Act, reflecting his continued commitment to advancing workforce development, public policy, and community well being.
