  1. Strengthens drug testing requirements for designated government employees and applicants.
  2. Establishes stricter penalties for positive drug tests and refusal to submit to testing.

  5. Creates the Forfeited Property Fund, Drug Enforcement Fund, and Drug Rehabilitation Fund.

  7. Establishes the Drug Fine Collection Fund within the National Treasury.
  8. Increases penalties for drug trafficking, possession, importation, and manufacturing offenses.
  9. Establishes sentencing guidelines and parole eligibility standards for drug offenses.
  10. Strengthens DUI, implied consent, and controlled substance testing procedures.
  11. Requires physical examinations and drug testing for entry permit holders.
  12. Expands mandatory reporting requirements relating to substance abuse and vulnerable persons.
  13. Updates the term “marihuana” to “marijuana” throughout the Palau National Code.
  14. Provides effective dates for implementation of the Act.
