The Olbiil Era Kell (OEK) welcomes visitors to experience the heart of Palau’s democracy and learn about the nation’s legislative process firsthand. Tours and educational visits are open to schools, community groups, and the general public who wish to gain insight into how Palau’s government functions and how laws are made.
Visiting the National Capitol
The OEK is housed in the National Capitol complex in Ngerulmud, Melekeok State. The Capitol overlooks the scenic hills of Babeldaob and symbolizes Palau’s commitment to unity and good governance. Visitors can explore the legislative chambers, view historic displays, and learn about the role of the OEK in shaping national policy.
Guided tours are available by appointment throughout the year. During a tour, guests may observe the Senate and House of Delegates in session (when meetings are open to the public), visit committee rooms, and learn about Palau’s unique blend of traditional and modern governance.
Educational Visits
The OEK encourages student and youth engagement with the legislative process. Schools and universities are invited to organize group tours that include interactive briefings by staff members from the Joint Staff Office. These sessions introduce participants to how bills are introduced, debated, and enacted, and highlight the importance of citizen participation in government.
Educational visits are tailored to different age levels and may include a question-and-answer session, a mock legislative exercise, or presentations on civic education and public leadership.
Scheduling a Tour
Visitors and organizations wishing to schedule a tour or educational visit are encouraged to contact the OEK Public Information Office in advance. Requests should include the preferred date, number of participants, and specific areas of interest. Group sizes may be limited to ensure safety and quality of experience.
Tours are generally available Monday through Friday during regular working hours, except on public holidays or when the chambers are in closed session.
Accessibility and Visitor Guidelines
The National Capitol is accessible to persons with disabilities. Visitors are kindly asked to follow security protocols at the main entrance and respect the decorum of legislative areas. Photography is permitted in designated public spaces unless otherwise indicated by OEK staff.
Appropriate attire and courteous conduct are expected at all times within the Capitol premises.
Cultural and Heritage Displays
In addition to observing the legislature in action, visitors can view exhibits highlighting Palau’s political history, traditional leadership systems, and the evolution of the Olbiil Era Kell.
