The House of Delegates of the Olbiil Era Kell (OEK) has passed the Digital Identity and Citizen Services Act of 2025, authorizing the creation of a secure national digital identification system for all Palauan citizens and residents.
The legislation aims to modernize government services, strengthen data security, and streamline public access to health, education, and social welfare programs through a unified electronic platform. Once implemented, citizens will be able to use their Palau Digital ID (PDID) to verify their identity for online transactions, voting registration, and travel within the Pacific region.
Speaker of the House Kione Sakuma said the initiative “represents a bold step toward transparent and efficient governance,” adding that “a secure digital identity will help reduce fraud, improve service delivery, and ensure every Palauan can fully participate in the digital economy.”
The bill includes provisions for strict data privacy safeguards, the establishment of an independent Digital Governance Commission, and collaboration with regional partners to ensure cybersecurity and interoperability.
The Senate Committee on Technology and Communications is expected to review the measure later this month, with full OEK ratification anticipated before year’s end. If enacted, the Digital ID rollout will begin in early 2026, prioritizing rural states and outer islands to ensure nationwide coverage.
