Public Value Statement

The Olbiil Era Kell (OEK), as the national legislature of the Republic of Palau, exists to serve the people through transparent, accountable, and inclusive governance. Guided by the Constitution and rooted in the values of dialogue and respect, the OEK is dedicated to promoting the common good, protecting the nation’s heritage, and securing a sustainable future for all Palauans.

Principles of Public Service

The OEK affirms that good governance begins with integrity, fairness, and the active participation of citizens. Every decision made within the legislature is informed by the following core principles:

  • Representation: Ensuring that every citizen and every state has a voice in national decision making
  • Transparency: Conducting the business of the legislature openly and making information accessible to the public
  • Accountability: Upholding the highest ethical standards in legislative conduct and management of public resources
  • Equity: Promoting laws and policies that support equality, justice, and opportunity for all people of Palau
  • Sustainability: Safeguarding the environment, culture, and economic well-being of present and future generations

Role in Nation Building

The OEK recognizes that effective lawmaking contributes directly to the stability and prosperity of the Republic. By working collaboratively with the Executive and Judiciary, as well as state and traditional leaders, the legislature ensures that Palau’s development reflects both modern priorities and traditional wisdom.

Through education, consultation, and public dialogue, the OEK seeks to strengthen civic participation and trust in government. It views public involvement not as a formality but as the foundation of Palauan democracy.

Ethical Conduct and Responsibility

Members of the OEK pledge to serve with honesty, impartiality, and respect for the rule of law. The legislature maintains internal codes of conduct, conflict-of-interest standards, and disclosure requirements to preserve public confidence in the integrity of the institution.

Legislators and staff alike share the responsibility of ensuring that all actions taken within the OEK reflect the values of public service and the expectations of the people they represent.

Vision for the Future

The Olbiil Era Kell strives to be a model of open and effective governance in the Pacific region. Its vision is to build a legislative institution that not only enacts laws but also embodies the spirit of cooperation, cultural respect, and innovation that defines Palau.

Through its work, the OEK seeks to inspire confidence in the democratic process and to affirm that leadership is a shared responsibility between government and the people.
