Public Hearings

Public hearings are an essential part of the Olbiil Era Kell (OEK)’s commitment to open governance and citizen participation. They provide a formal space where individuals, organizations, and community leaders can share their perspectives on proposed laws and national issues before decisions are made.

Purpose of Public Hearings

Public hearings allow lawmakers to gather insights, assess the potential impact of legislation, and ensure that every voice has the opportunity to be heard. The process helps the OEK make balanced, informed, and transparent decisions that reflect the values and needs of the Palauan people.

How Hearings Are Conducted

Public hearings are typically organized by committees of the Senate or the House of Delegates. Each hearing focuses on a specific bill, policy, or topic under consideration. Hearings may be held at the National Capitol in Ngerulmud or in state centers to ensure accessibility for citizens across the islands.

During a hearing, the committee chair opens the session, introduces the topic, and invites participants to provide oral or written testimony. Lawmakers may ask questions to clarify points or gather more detail. All proceedings are recorded and included in the committee’s official report to the full chamber.

Who Can Participate

Public hearings are open to all members of the public. Citizens, state officials, traditional leaders, civil society representatives, students, and business owners are encouraged to participate. Anyone with an interest in the subject matter may submit written comments or request to speak during the session.

Announcements and Schedules

Notices of upcoming public hearings are posted in advance through:

  • The OEK website and official social media platforms
  • Public Information Office announcements on radio and television
  • Notices displayed at state offices and public gathering areas
    Each announcement includes the hearing date, time, venue, and the topic or bill under discussion.

Submitting Testimony

Participants may share their views in person during the hearing or submit written testimony electronically or by mail. Written submissions should include the participant’s name, contact information, and a clear statement of their position or recommendations. All testimony becomes part of the official record.

After the Hearing

Following a public hearing, the responsible committee reviews all testimony and considers the feedback in its deliberations. The committee may revise the bill, recommend amendments, or issue a report summarizing key points raised by the public. These reports are presented to the full chamber for debate and decision.
