Hon. Kerai Mariur

Floor Leader of the Senate

The Honorable Kerai Mariur has built a long and distinguished career in public service, holding key positions in both the legislative branch of the Republic of Palau. He served four consecutive terms in the House of Delegates from 1993 to 2008, representing the State of Ngarchelong. Throughout his tenure, he assumed various leadership roles and played a central role in advancing landmark legislation, including the Marine Protection Act, the Republic of Palau Copyright Act, and the Protected Areas Network Act—recognized as the first legislation of its kind globally.

His extensive expertise in finance and accounting was a vital asset during his tenure in Congress, enabling him to navigate and shape complex fiscal policies, particularly those related to the Republic’s Annual National Budget. This strong foundation also underpinned his resolute and principled leadership on challenging and, at times, unpopular issues—ultimately leading to the enactment of key legislation such as the Code of Ethics Act and the establishment of the Government Accountability Office.

These accomplishments culminated in his successful nationwide election as Vice President of the Republic of Palau in 2008—the first and only candidate to win the Vice Presidency as a “one ticket” party. By constitutional authority, he concurrently served as Minister of Finance, where he led strategic reforms to stabilize and advance the nation during the global economic crisis. Under his leadership, Palau implemented sound fiscal policies, enforced budgetary discipline, and sustained positive GDP growth throughout the downturn.

As Palau’s Governor on the Boards of the International Monetary Fund, World Bank, and Asian Development Bank, Vice President Mariur strengthened international partnerships and secured the country’s first ADB loan for the Water and Sewer Improvement Program, along with additional budgetary support. His administration also established the National Emergency Management Office and published comprehensive emergency and disaster risk management policies to guide national response efforts through the National Emergency Committee (NEC) and NEMO.

He began his first term in the Senate, 10th Olbiil Era Kelulau as Chairman of the Committee on Judiciary and Governmental Affairs and Floor Leader. Senator Mariur is serving his current term as Vice President of the Senate and Chairman of the Energy Public Utilities and Technology Committee (EPUT) and Vice Chairman of the Ways and Means and Financial Matters Committee (WMFM).

The Honorable Kerai Mariur was born on June 24, 1951 in Ollei, Ngarchelong State on the northern tip of Babeldaob and went on to successfully complete his formal education at Cannon’s International Business College majoring in Business Administration and Higher Accounting.
