Honorable Mario S. Gulibert serves as the Vice Speaker of the House of Delegates of the Republic of Palau and Delegate representing Angaur State, and currently chairs the House Committee on Foreign and Domestic Affairs. He holds an Associate of Arts in Pre-Law from the College of Southern Idaho, a Bachelor of Arts in Political Science, and a Master’s degree in Public Administration from Boise State University. With an extensive legislative career spanning multiple decades, he was first elected to the House of Delegates in 1989 and has since served continuously across multiple terms, including as Floor Leader, Speaker, and Chairman of key committees such as Judiciary and Law Enforcement, Ways and Means, and Foreign and Domestic Affairs.
He is recognized as the longest serving Member in the history of the Palau National Congress and is widely respected for his leadership, institutional knowledge, and longstanding commitment to public service at both the state and national levels. Prior to his legislative service, he held significant government roles, including Chief of the Division of Public Affairs, Election Commissioner, and Acting Director of the Bureau of Domestic Affairs, contributing to the development of Palau’s governance systems.
