Hon. Sebastian R. Marino

Delegate

Honorable Sebastian R. Marino serves as Delegate representing Hatohobei State in the House of Delegates of the Republic of Palau, Twelfth Olbiil Era Kelulau, where he currently serves as Chairperson of the Committee on Maritime, Climate Change and Protected Areas. A respected leader and advocate for environmental stewardship, he also contributes as a member of key House Committees, including Ways and Means and Financial Matters, Foreign and Domestic Affairs, and Immigration, Labor, and Human Rights. He completed his early education at Tobi Elementary School and Outer Island High School in Ulithi, Yap State, and further pursued studies at Micronesian Occupational College. He later earned a Bachelor of Arts in Environmental Studies, with a minor in Political Science, from Florida International University, and a Master of Science in Environmental Studies with a concentration in Sustainable Resource Management from Goddard College.

Delegate Marino brings a distinguished record of public service spanning traditional leadership, state governance, and national development. He has held the traditional title of Heimong of Hatohobei since 1989 and has served as President of the Hatohobei State Constitutional Convention, Interim Magistrate of Tobi Municipality, and Lieutenant Governor of Hatohobei State. His professional experience includes environmental and conservation leadership roles, including service with the Division of Fish and Wildlife Protection, where he was recognized with the Taro Leaf Award, as well as serving as the first Protected Areas Network Coordinator and as a researcher with the Palau International Coral Reef Center. Since his initial election to the House of Delegates, he has been repeatedly entrusted to serve multiple terms, consistently holding key leadership positions and contributing to national policy across environmental protection, sustainable development, and governance.
